Plaintiffs sue everybody remotely involved, for two reasons, one practical and the other cynical.

Practically, if one is still gathering evidence, one could uncover facts that would implicate a defendant that initially seemed only tangentially related to the case.

Cynically, you sue a person or entity you know is only tangentially related to the case, hoping they will buy you out with a settlement, merely to avoid the cost and/or bad publicity involved with a trial.</description>
